The memorial is centered around a very large white concrete engraved globe with metal markers indicating battle locations. The globe is flanked by low-rise polished black granite walls. One side commemorates the battles of the Pacific theater and the other wall for Europe. There are quotations from Presidents Roosevelt and Truman. The memorial also has a cenotaph dedicated to the 22,000+ personnel from Illinois who gave their lives during the war.
